The world of Naruto is similar to feudal Japan. Peace and alliances between country are very unstable.

Each country is probably directed by a lord, the daimyo (they miss practically manga), and has a hidden village, with at its head a leader. It is in the hidden village that concentrates the large majority of the forces ninjas of the country. In other words, it is the hidden village which makes all its power of it (“the power of a country is measured with that of its village, the power of a village to that of its ninjas”, Sandaime Hokage, Examen Chuunin).

The leaders of the five great Ninjas powers carry the title of Kage (”shade”). They are more influential than the daimyos, because it is them which direct the military policy of the country. The daimyos, as for them, seem to direct the saving in their country. It is besides the bad management of Kaze No kuni by its daimyo which led Yondaime Kazekage to be combined in Otogakure to attack Konohagakure, with an aim of rectifying the saving in its country.
